The 1998 Crime and Disorder Act places a duty on public agencies, including local authorities, to work together to prevent and reduce crime and disorder and anti-social behaviour. In every area throughout the country these public agencies have formed Crime and Disorder Reduction Partnerships - in Newcastle this is called Safe Newcastle.

The key members of Safe Newcastle are:
Newcastle City Council
Newcastle Primary Care Trust
Northumbria Police
Northumbria Police Authority
Tyne & Wear Fire and Rescue Service

These agencies are known as the Respeonsible Authorities.
