General disorder - Penalty notices for disorder

Penalty Notices for Disorder (PNDs) are for more serious offences that threaten other people’s safety and wellbeing, such as throwing fireworks, being drunk and disorderly or making false alarm calls to emergency services. They can be issued to anyone over 16, and penalties can be £50-£80. There are 21 days to pay or request a court hearing. If the person does neither, the penalty can be increased and enforced.

Does it work?

In Newcastle, PNDs are used regularly. For example, 20 were issued to people aged 16-17 from January to March 2007. The police intend to increase their use.
